A Boise native, Lee graduated from Boise High School in 1971. During his graduating year Lee was listed in Who’s Who of High School Sports as an All-Star football player for two consecutive years. Upon graduating from high school Lee found employment at Boise Cascade as a Records Retention Analyst.
In 1976 Lee joined the United States Navy and , after attending basic training in San Diego, California, he was transferred to the Naval Technical Training Center (NTTC) out of Meridian, Mississippi, where Lee graduated as a Personnelman. Then is was off to Yokosuka, Japan where Lee was stationed onboard the USS Bausell DD 845.
Lee’s military awards include: U.S. Naval Training Center Honor Certificate; U.S. Navy Pacific Fleet Citation for Outstanding Service; Letter of Appreciation, Police of the Minister of Police Nuku’Alofa, Tonga; U.S. Naval Letter of Recommendation USS Bausell (DD845) Sailor of the Quarter.
Lee’s other achievements include: Intermountain Region AAU Heavyweight Karate Champion; Koulon Washi Karate Do Black Belt; U.S. Navy Pacific Fleet

Lee’s business enterprises are as varied as his awards and achievements. While residing in Ausstralia, Lee was the founder and managing partner of Oz’ n US Entertainment, a concepts, promotions and marketing company that worked with local venues, performers, and international acts. He also worked as a security advisor/consultant with the Australian Bicentennial Concert Series; Olivia Newton-John; and Michael Jackson. Lee’s down time as spent as a personal trainer and/or high-rise building maintenance unit technician.
Lee returned home to Boise in 1997 to spend time with his parents. There was a lot to catch up on personally and also with regards to the political climate at that time. Lee’s parents passed over in 1999. First his mother, Bertha (Bea) Bernease Shines-Rice then his father, Lee Arthur Rice Sr. Lee’s time with his parents before their passing was quite informative and was the inspiration behind his decision to remain here at his hometown. He soon established Lee Hip Hop Kickboxing where he provided personal, community, and corporate training for fun, fitness and self defense for men, women and children. In 1999 Lee also formed Knockouts, an enterprise that promoted kickboxing, Mixed Martial Arts; and other special events.
The year 2002 was a year in which certain events abruptly changed Lee’s life. His successful business was destroyed and he was sent to a federal prison to serve seven years with three years probation on the “hearsay evidence” of a former business associate known as “Bo” who received “federal immunity” even though Bo was busted with two pounds of meth. That bust happened approximately two years after Lee had nothing to do with Bo, hence the “federal immunity.”
Perhaps, if Lee’s attorney, Theresa Hampton had followed his instructions and called the Boise Police Department (BPD) officers to testify at that time things would have turn out in his favor. Lee always informed the BPD of all of his events and officers were always there. In fact, the officers spent quite a lot of time at the events walking around inside and just hanging out. So if indeed there was anything illegal going on, which there wasn’t…surely the BPD officers would have made arrests. Then there was now Deputy Chief Tracy Basterrechea, Meridian PD, that was part of the BANDITS task force. Who lied about being one of my clients at Lee’s Hip Hop Kickboxing. Lee later discovered while on a federal marshal’s hold at the Ada County jail, that Tracy has a problem with “people of color.” The judges at that time were BL Winmill and Edward Lodge. (These are the same judges that are now aware of my current federal lawsuit)
Well not to be defeated by an unlawful and wrongful conviction, Lee spent his prison time being quite productive. Up until his release in August 2008, Lee worked as an education clerk and art instructor at Nellis. Nellis is/was a federal prison “camp” located on the Air Force Base in Nevada. Lee’s free time of sorts was spent as a musician/vocalist with a church group and prisoner’s rights advocate.
B-Oz Productions & Touring was founded April 2009 as a private promotions and management enterprise for musicians, artists, venues, and private/corporate events. The enterprise is also involved with the promotion and protection of inherited, natural/unalienable rights and personal liberties.
Lee has satisfied any and all of his so called “legal obligations.” He also maintains that was and remains innocent and that the proceeding against him were totally “unlawful.” However, Lee does not dwell on that part of his life and simply states that, “When one questions or challenges the establishment or status quo, you are bound to make some kind of public record.”
Lee is a Tea Party Boise Board Member; Republican Liberty Caucus of Idaho Member; National Liberty Alliance State Coordinator and County Organizer; Member in Good Standing of Citizens of Idaho (U1777)
Lee has never given up on his dream to establish a successful business and is using his knowledge of the law, music and art as platforms to raise awareness and empower others.
